In the beginning I would like to say, that now in Russia and a row of other European countries we can see a process of integration in a new educational system, called Bologna process. With an aim of creating the common European educational process there was signed the list of actions, which every country-participant is obliged to do. Main aspects of bologna process contain obligations of moving to poly-level system of education education, increase of mobility and so on. However, the main goal of education is high-paid qualified job. So it is a question of a particular consequence to learn, will employers still prefer a classical system or will they employ young specialists with joint degrees. Will a specialist with a joint degree have a demand on a labor market?

The influence of modernization process in the educational system on a situation on labor market is the question I would like to learn in my essay, showing my position on this problem. In this research it is planned to make a list of hypotheses on the topic of image of joint degrees in employers understanding on the current moment and also try to guess the further changes in employers attitude to this kind of specialists.

We will also try to create a list of recommendations for students, who are now participating in programs of joint degree in order to help them with job search in future.

It was said a lot about the opportunities, which bologna process gives to the students, so in my point of view we should talk about the problems of this question first. Learning deeper we can see, that here we have 2 sides: the side of employer and a student, who is know thinking about the qualified employment.

The main aim of employer in Russia and every other country is to find the right workers for their company. But, during this process, the employer meets such problems, as:

  • The large scale participation of education, which influences the quality of graduates. Earlier, higher education was a privilege of people with high IQ, but now we can see the situation, when almost everybody can get a degree. The effectiveness and quality are now the factors, which determine the importance and indispensability of an educational sphere. However now we can say without doubt about the tendency, that it becomes harder and harder to find a person with really high quality skills and knowledge among the numerous graduates and young specialists.. For this reason many large employers resort to alternative ways of employee selection (For example, P&G, where in the form of one of stages the test for logic thinking is offered);

  • Not understanding of a difference between such concepts, as the expert, the bachelor and the master. The employer does not differentiate vacancy on those, where degree of the master is necessary and where 4 year education is enough, thus often missing valuable workers. For example the usual translator or the ordinary bookkeeper can carry out the functions charged to him without the joint degree;

  • Differentiation of competitors on payment level. The higher the degree is, the higher wage's inquiries are. However, as it has been told about earlier, that cannot accurately testify the quality of employee. Therefore the problem of choice between employees personal qualities and his(her) diploma frequently occurs.

  • Bologna process will promote the brain drain of employee from Russia. Having possibilities to work abroad a considerable quantity of a fledgling, taking into concideration the heightened mobility will try to work in the foreign companies, or possibly simply abroad. Formerly the basic problem of our diplomas was their having a low rating (with some exceptions).

From the other side, the young work searchers there are a few connected with each other problems, which the Bologna process brings to their life:

  • The higher education in Russia possesses one basic feature, such as a concentration of strong Universities in the separate centers, such as Moscow, St.-Petersburg and several others. It creates a problem of creation of experts of corresponding level in regions. And if we add to this low level of incomes of the population and low level of mobility we receive the contradiction to one of key directions of the Bologna Declaration. From the aforesaid it is possible to assert, that with the beginning of Bologna process, process of modernization in centers and regions passes differently and that leads to the situation, when people from a province face a whole list of difficulties during the searching process.

  • Deprivation of the right for a free higher education. This is a results of the fact that the integration of bachelor degree and magistracy, possiblely is an attempt to bypass the Constitution of the Russian Federation, guaranteeing each citizen the right of a free education. Giving to a bachelor degree a status of higher education is just formal and generally does not influence in any way consciousness of employers. And now we can see the world tendency of transfering on paid magistracy programs. For an example in Ukraine there is no free magistracy, and having just bachelor's degree it is very difficult to find highly paid job.

  • Not understanding the sense of getting the masters degree. Very often we can see cases, when students as start working as soon as possible. And if we admit the fact, that today it is possible to find work in Russia without the masters degree, we can't see the tendency off mass aspiration to increase the educational degree.

  • Demand absence of «not elite» universities graduates when employing on high post job. It means, that an educational level in the country is not equal, and at the competition of graduate, for example of the Moscow State University and regional university, the preference will be given towards the graduate of the Moscow University.


All aforesaid is only theoretical underlying of our question: how to make the efforts today and what type of education to choose in order not to face problems in future. Now for demonstration we will learn the public opinion, concerning the given question. In interrogation participated the students of the Nizhniy Novgorod Branch of the Higher School of Economics (2-3 year, various specialties).

In the first question it was what the Bologna process is. Results of interrogation simply shocked. Only 18 % of respondents could tell that it is process of integration into a common European education system. 24 % know that within the limits of this process education has passed to a bachelor degree and magistracy. The others (58 %) do not know what it is, or only heard something inconcrete in this occasion. Considering, that HSE is the elite university directed on high-quality employment in the future, what can we say about other universities of region? A question occurs: how can this process help students with employment if they even do not know what it is?



In the second question it was asked, how can BP affect the employment in the future. Considering that sample was too small, for the reason of not knowing the sense of the question it is difficult to consider results of survey valid, however it is necessary to notice, that the majority of respondents (even those, who does not know anything about BP) have told, that with the bachelor's degree it will be difficult to to find high paid job.

Now I would like to tell about a difference between the Russian and foreign (mainly Western) employers. The biggest difference it not understanding of that what BP is and as how can it help an educational system. If in the West at the very beginning of integration process people have understood, that BP gives them possibility to differentiate graduates on vacancies, and on wages and qualification. I also would like to underline the strong unwillingness to penetrate into changed system and to make the process of employee selection more detailed, studying strong and weak sides of emplotees from the different sides and using various methods.

So now, having considered all the difficulties of employers and students, having studied public opinion, concerning BP and its influences on employment it is possible to draw some conclusions.

Unfortunately, in Russia now very few people understands or at least aspires to understand possibilities and prospects which BP brings in our life. Because of this misunderstanding, now it is difficult to say that this process is useful for students and employers. However it is necessary as to notice, that in the nearest future, Russia will have to pass to these standards to be competitive on world (or, at least - European) labour market. To make BP have possibility to help to graduates with employment, and to employers in search of high-quality employees, it is necessary to begin with popularisation of this process and an explanation of its advantage to the population (and the main thing to students).
