ON SCIENTIFIC COOPERATION AND EXCHANGE
OF SCIENTISTS BETWEEN THE KOREA SCIENCE
AND ENGINEERING FOUNDATION (KOSEF)
AND THE RUSSIAN ACADEMY OF SCIENCES (RAS)
The Korea Science and Engineering Foundation and the Russian Academy of Sciences hereinafter referred to as the sides.
– recognizing the importance of international scientific cooperation and exchange of scientists,
– proceeding from the desire to develop and strengthen scientific ties and cooperation between Russian and Korean scientists,
have agreed upon the following:
The two sides will encourage and promote cooperation in the field of basic and applied sciences on the basis of equality and mutual interests.
Scientific cooperation between the two sides shall be carried out in accordance with the effective laws and regulations of their respective countries as follows;
– joint research projects of mutual interest;
– bilateral symposia and workshops on specific subjects;
– exchange of scientists for the purposes of conducting research, lectures and becoming acquainted with the process of scientific research;
– preparation and publication of the results of cooperation;
– information exchange on scientific research.
The two sides shall coordinate the questions related to joint research projects and their implementation by correspondence.
Cooperation proposals submitted by each side for the consideration of the other side should include the following information.
For joint research projects:
the theme of planned research;
participating organizations and personnel in charge of projects;
final aim of research;
joint project schedule;
specified quotas of scientists' exchange.
For bilateral events:
the theme of symposia, workshops;
the number of participants.
To work out specific programs of cooperation on topical scientific matters the sides may organize scientist exchange visits for periods of up to 10 days. The number of visitors and financial arrangements shall be agreed upon in each separate case.
The names of scientists nominated for joint research projects and bilateral events shall be sent to the other side two months prior to the beginning of the visit. The sending side forwards the following information about a scientist to the receiving side; last name, first name; year and place of birth; education, name of educational establishment and year of graduation, scientific degree, place of work and position; aim of the visit and requests concerning the program of stay; duration and proposed time of visit; knowledge of foreign languages.
The exchange of scientists shall be carried according the following financial conditions:
a) the sending side bears travel expenses for its scientists between the two countries, that is to Seoul and Moscow and return, correspondingly.
b) the receiving side provides the scientists of the other side with appropriate accommodations, local transportation, daily subsistence allowances, and in case of necessity provides medical aid.
In order to review the progress of programs of exchange and cooperation under the Agreement, meetings of delegations of the sides, consisting of officials, scientists and experts, shall be held each two years, alternately in Seoul and Moscow.
The decisions adopted at the meeting shall be stated in a Protocol.
The financial arrangements of such meetings shall be agreed upon in each separate case.
Current work on implementation of the Agreement shall be carried out by the International Cooperation Department of KOSEF and the Department of Foreign Relations of RAS.
In order to prepare meeting of delegations of the sides and to solve administrative questions of cooperation working meetings of staff members of the above Departments shall be held at least once a year, alternately in Seoul and Moscow.
The financial arrangements of such working meetings shall be agreed upon in each separate case.
Each side shall facilitate the timely issuance of visas to representatives of the other side, visiting each country under the Agreement.
Each side will cooperate in rendering, according to the laws and provisions in force in the country, necessary assistance to the scientists of the other side who stay on its territory under the Agreement.
The conditions of the exchange of scientists under this Agreement may be altered through mutual agreement of both sides.
The financial arrangements of the exchange shall be agreed upon by the International Cooperation Department of KOSEF and the Department of Foreign Relations of RAS.
This Agreement is valid for a period of 5 years and comes into force from the moment it is signed. It will be naturally prolonged for the next 5 years unless one side notifies the other of its intention to terminate not later than 6 months prior to the termination.
Done in Moscow on the 22 of September 1992, in duplicate, in the English and Russian language, both texts being equally authentic.
